It is great that the minimums in wage levels 2-8 will be risen from March 1, 2021. 
 
 
Though, the rise in salary is fictitious as long the pay depends solely on grant owned by the research group - it means whether the current finances allow any pay rise firsthand!
 
 
 
Regarding the the fact the public science funding will be 1% of the GDP next year, the university could help the academic workers with pay and work stability by allocating the basic income for them from the base funding.

The academic workers, share with the union your vision how the stability in salary and work should be granted in the case of the academic worker. It is a good time to submit our proposals as:
1) From January 2020 the new model of the scientific career will be introduced in the university
2) Teadus- ja arendustegevuse korralduse seadus (TAKS) uuendamine is under revison and the unions are consulted by the Ministry of Education and Research
 
The union sees that the academic worker should be covered by a basic income which ensures work and pay stability in the case where a worker has a permanent contract but the research group has no funds to pay the worker (because there have failed to win a new projects). The union asks for your proposals regarding to:
1) how could the basic income be covered
2) how geenerous it should be
3) how long after the end of the project it should be paid
