In order to save Education in Estonian language, doctoral students fluent in Estonian are needed, who are attracted by the academic career, write the culture newspaper Sirp in an article "The crisis of the Estonian-speaking academic labor market" and show how:

The regeneration rate of academic staff in Estonia has been low for years (see Figure 3) - we are in the worst position among European countries with Latvia and Lithuania. In 2018, 11.1% of our academic staff were 65 or older, in the corresponding year the number of new doctors was 244 and the number of academic staff was 4352. The recovery rate is thus 244 / (0.111 × 4352) = 0.51.

The problems presented in the article resonate with the study commissioned by the Estonian Research Council in 2018Sustainable research career concepts and models in the Estonian context: views and recommendations of doctors and employers in the light of scientific literature and the experience of other countries". It has been stated there:

At the same time, the research environment is such that working at a university may not offer good development opportunities, a prospect of career path or a secure job, and does not allow dedication to interesting research but forces administrative bureaucracy on researchers, which which drives the researchers to look employment outside universities and the field of academic research. On the other hand, it is also possible to do science outside universities at a pace and in a way that is more flexible, better payed and seems more innovative compared to university science.

„Teadustöö osakaal õppejõudude koormuses on valdavalt väike. Osade õppejõudude õppetöökoormus ei võimalda neil piisavalt uurimistööle keskenduda, misläbi paratamatult kannatab õppetöö kvaliteet.“
